The District employees and Board strive to provide the best service at the lowest cost, while maintaining some of the lowest rates in the North Bay Area.  Tier 1 rates are based on the cost to produce local groundwater and Tier 2 rates are based on the cost to import Russian River water from the Sonoma County Water Agency.
